'Starr has the ability to generalize without losing sight of the particular. (.) He keeps a balance between political, cultural, social, and economic factors, and is always aware of political activity as an expression of deeper forces. The result is a narrative remarkably modern in approach and detail, which yet avoids ephemeral fashions. (.) In an introductory survey the bibliographies are at least as important as the text. (.)
