Kamalakar is Post-graduate in Political Science. He also holds a Master's degree in Law, Bachelor in Education, Doctoral Program from the Department of Political Science, Osmania University Hyderabad. He was awarded Ph.D on the topic ТWTO and GATS in the Indian Higher Education: Emerging Challenges. He has written three books, edited three books and has done six Book Reviews to his credit. He is the Editor of International Journal of Contemporary Issue (IJCI) Online Journal. He has presented papers more than three dozen International and National Conferences and seminars; He has half a dozen International Journals Publications and nearly 41 Publications at National level. He has bagged RGNF Fellowship, New Delhi, Pre-Doctoral Fellowship from OUCIP, He has also worked as Degree college lecturer in the Dept. of Political Science at City College, Hyderabad. He worked as counselor at Dr. B.R. Ambedkar Open University Hyderabad. His teaching and research interests are primarily in the areas of Higher Education in India in particular global in general.
