L'Autore Theodor Anton Heinrich Schmalz (1760-1831) fu professore di Giurisprudenza a Koenigsberg ed esponente di un liberalismo prussiano che vedeva nell'Inghilterra un modello a cui ispirarsi per la costruzione della Germania.
