Il rendiconto del congresso di navigazione, tenutosi a San Pietroburgo agli inizi del Novecento. Programmi di lavoro e verbali delle sedute sono completati dalle tavole fotografiche che raffigurano diverse vedute dell'esposizione, alcuni membri del consiglio ed i ritratti di Nicolas II e Michel Alexandrovitch. A parte le ininfluenti mende alla legatura, in bello stato, interessante.
