"Mirabeau avait à peine achevé cet important ouvrage (L' Ami des hommes), qui le consacrait aux yeux de tous comme l' apotre de la nouvelle doctrine (physiocratique); déja il écrivait, avec una étonnante rapidité, le livre qui devait etre sa premiére oeuvre personelle depuis sa conversion, la Théorie de l' impot. La fécondité du néophyte était stimulée par l' exemple du vieux maitre (Quesnay)... qui le ramenait magistralement aux principes lorsque celui-ci s'en écartait... Et le fougueux disciple, modifiait son manuscrit ; les observations importantes, les corections apportées par Quesnay se retrouvent, plusieurs meme textuellement, dans la rédaction définitive... Le livre eut un succès très vif; il fut lu de tout le monde et fit beaucoup de bruit..." (Weulersse, Le mouvement physiocratique en France, I, pp. 71-76). "Mirabeau's remarkable treatise, Théorie de l' impot (1760), is a work of considerable ability... It is not, as might be supposed, a mere plea for the Impot unique. It proposes a reogarnisation of financial administrative machinery, the abolition of the Fermes, a reduction in the taxation upon esalt, with the object of increasing the total yield, and a special tax upon tobacco farms. The Domaine, the post, and the Mint were to be further sources of revenue.
