Nella casa romana di Comandini, nel giugno 1942, nacque il Partito d'Azione, con Calogero, La Malfa, Volterra, e in seguito Parri, Lussu, Bauer, Omodeo, Foa, Valiani, ecc. Rappresentò il suo partito nel CLN durante l'occupazione tedesca di Roma. Dopo la guerra fu Presidente dell'Ordine degli avvocati di Roma.
